get .DCM test files that have no copyright issues when distributing them as test data for showcasing https://github.com/owncloud/awesome-ocis

@kulmann here is some quick research about the copyright information and terms of use of the images that we have used so far for testing the dicom viewer app:

The website states that These files can be used for evaluation of the 'Rubo DICOM Viewer 2.0'. No further comment about origin, terms of use or type of license

no specific information abut origin or terms of use available. The repo as a whole is under MIT license

The website states that DICOM Library is a free online medical DICOM image or video file sharing service for educational and scientific purposes. The tool offers anonymize personal data in DICOM files, see https://www.dicomlibrary.com/terms-of-service/ (see "DICOM Library anonymize these DICOM Tags" section) No statement about origin or terms of use of the sample files that can be downloaded from the website.
