[full-ci] fail the test if there is a console error #11026

after fixing all console errors https://github.com/owncloud/web/pull/11024 we can set FAIL_ON_UNCAUGHT_CONSOLE_ERR=true by default except of app-provider suite because https://github.com/owncloud/web/issues/11011#issuecomment-2160141008
