Can't edit personal Quota in usermanagement #7059

Steps to reproduce

login as admin on https://ocis.ocis-wopi.latest.owncloud.works/
select User Management in the App Switcher
Select an existing user -> Quickation "edit"
There is not option to edit the personal quota of this user

Expected behaviour

An option to edit the personal quota should be available
The dropdown should be the same as in the "Space Quota-Modal"
If an external IDP is used, the "personal quota" can still be managed in our (owncloud Web) Usermanagement UI

Actual behaviour

Can't edit personal quota of users
