Public link view: footer is misplaced #9035

Steps to reproduce

login at https://ocis.ocis-wopi.latest.owncloud.works/
create a public link
footer is misplaced

Expected behaviour

footer should be at the bottom of the page

Actual behaviour

Footer is next to the content
drop area is cut off at the bottom / looks off screen
