Track Frontend dist/ releases #5

We'll have to add automation for creating Frontend dist/ releases. There's an open request for doing so.

I tagged 2.13.0, which has a dist/ release now: https://github.com/owntracks/frontend/releases/download/v2.13.0/v2.13.0-dist.zip

(I wonder whether it's possible to open an issue in a remote repo (e.g. here in Quicksetup) from an action ... )

That was a stupid question. Of course it is possible

using this apparently also in a foreign repo (i.e. foreign to the one the action is running in)
