Add "padding" to map view of a collection #45

When a collection is viewed on the map, the map should show more space around the collection.

this required adding a new config parameter: poiPadding, also potentially affecting moxie if we decide to push upstream at some point. This is because you want less relative padding around multiple items than around a single poi. You want more around a single poi to show context. Around a collection, there is usually already enough geography displayed by virtue of being zoomed out further to display multiple items.
