When looking at e.g. http://maps.ox.ac.uk/#/places/oxpoints:23232621, the first numbered marker isn't where one would expect it to be. This happens when an organization has been merged with its primary site, and there's a sub-place or sub-organization.
It should always show a marker for the thing one is looking at at the top of the list.
