Log in link missing on returning to ORDS after restarting #306

What steps will reproduce the problem?
1. Log in to ORDS, and do whatever you feel like doing
2. Realize it's the end of the day, switch your computer off and go home
3. Return on a subsequent day, and click on the ORDS tab that your browser has 
reopened 

What is the expected output? What do you see instead?
If I do this, I see the page I last had open, but when I try to do anything 
within the ORDS system, it not unreasonably asks me to log in. However, there's 
no obvious way of doing this. On the previous version, I think there was a 'Log 
in' link in the blue banner across the top of the screen in this situation, but 
this seems to have disappeared.

Could we either reinstate the link in the banner, or add a 'Log in' link to the 
'You are not currently logged in' message that appears?

I've attempted an interim fix for this by editing the message that appears so 
it now says 'You are not currently logged in. Please click the ORDS logo at the 
top of the page to go to the home page.' However, this is still a bit clunky, 
and requires an extra click from the user (they have to go to the home page, 
then click 'Log in' there). If we could have a 'Log in' link on the same page 
that displays the 'You are not currently logged in.' message, that would be 
preferable.
