Schema designer not loading properly in (some versions of) IE #695

What steps will reproduce the problem?
1. Try to view the structure of an ORDS database using IE
2.
3.

What is the expected output? What do you see instead?
I'd expect to see the tables and fields and the schema designer toolbar, but in 
fact there's just the background grid and nothing else.

This is using IE 9 on Windows 7.

Please use labels and text to provide additional information.

This doesn't appear to be a universal problem for IE (it works as it ought to 
on my home machine, for example), so downgrading it.

The schema designer is working fine in IE for James, who's using version 
11.0.9600. My machine, however, still seems to have IE version 9 on it, so 
possibly this is only a problem for older versions of IE. (Or it could just be 
something weird about my computer.)

Downgrading the priority again, at least until we get some evidence that this 
is actually proving a problem for real people.
