To reproduce, create a dataset in a project which is excluded from the ORDS public project list. Mark the dataset as 'public', and then try to view it without being logged in and a member of the project.
In fact, marking the dataset as 'public' doesn't seem to do anything at all - it's visible under exactly the same circumstances as project members only datasets. (Although if one changes the project settings, presumably the dataset would then become publicly visible.)
Obviously, datasets in this category shouldn't appear in the ORDS public project list. But it would make sense for them to have a stable URL via which they can be viewed by anyone who has the link. That way, someone who wishes to share some data with colleagues who aren't ORDS project members would be able to do so, without having to advertise the existence of the dataset via the public project list.
