Given that the process is unlikely to take more than a few minutes in the vast majority of cases, I think an in-ORDS message would be preferable to an email once the process is completed. Something along the lines of ‘Please be aware that it may take up to 10 minutes before you will be able to establish an ODBC connections with the ORDS after switching on this functionality' should be fine.
Unless Dave really thinks that an email is worthwhile, in which case go for that in addition.
When a project's ODBC setting is toggled, a potentially large amount of work needs to be done to set or delete relevant ODBC permissions for the database, schema, tables, etc. This can take a while, so the work should be done via a batch process.
