Filter on data editing page should have an 'is not NULL' option #762

With the Mondial database, try finding and sorting only such records that have an actual longitude value. You can't. You can knock out everything that isn't NULL, but you can't exclude everything that it.

If the field has a text data type, it is actually possible to find non-null values, by using the 'is not' filter option and typing 'NULL' or '[null value]' in the text box. I grant you that this isn't particularly obvious, however. It also doesn't work for numerical fields (and I assume other non-text types), as if you try to filter one of those, ORDS will only let you enter a number as your search criterion. So an 'is not NULL' filter option would definitely be useful.
