Move to pants & strip down to Java #21

Whereas Maven is the actual worst, and migrating away from Clojure infrastructure is desirable in terms of making Ox a "clean break" project, ditch lein as the build system and Clojure's test tooling in favor of pants.

For now we have to vendor io.lacuna.bifurcan because Zach hasn't cut a release yet. This will change.
