How do we show uncertainty in Rt values on map?

show maps at 10,20,30% percentiles in posterior distributions of Rt.

exceedance prob computations done. see website/default for csv format. @avishkar58 to map exceedance probs (at threshold 1 only ok to start with) in map.js
