Extend to Wales and Scotland #3

Need to fix case count issues with Wales and Scotland data:

Everything fixed in This is fixed in [https://github.com/rs-delve/Rmap/blob/master/process_metadata.py](url) and https://github.com/rs-delve/Rmap/blob/master/process_uk_cases.py except for the unknown area in Wales.

If we agree that we can ignore cases marked as "unknown", we can close this issue.
