For Fedora 36

NOT INTENDED FOR DEV BRANCH

Please initialize a new upstream Fedora 36 branch.

Merged to v0.9.9 upstream/stable

changes to versioning and deletion of associated patch. revised dns patch. revised SPEC file - SPEC for changes. built by CI and tested on native install of Fedora 36.

May be simpler to merge starting with a previous Fedora branch. i.e. Fedora/35. The key difference from the v0.9.9 build on F35 is the container specified as F36 in drone.jsonnet.
