Prep for stagenet reboot #1746

This includes all of the commits in here: https://github.com/oxen-io/oxen-core/pull/1742

Plus the additional things,

Make purge in L2 tracker use a unique lock
Removal of NewSNv1 structure from codebase
Renames removal -> exit
Bumps the version to 11.0.6
Sets up datadir for stagenet/devnet to stagenet3 and devnet3 respectively.
Updates the network ID for the reboot by incrementing the top byte.

This commit goes in tandem with https://github.com/oxen-io/eth-sn-contracts/pull/99

WIP because I still need to review and merge in Tom's reorg fix for the SQL DB https://github.com/tewinget/oxen-core/tree/delayed-payments-pop-blocks-fix
