Add more robust Python interface #61

Adds and (optionally) builds pyoxenmq as part of oxenmq.

This copies oxen-pyoxenmq into the main oxenmq repository, along with substantial overhaul of various missing aspects of the earlier, simpler version.

Closing this; from a packaging perspective it's much easier to keep the Python wrapper in a separate repo.
