User can disable all message requests from all communities. It is good option, but what about allowing message requests from mods and admins while blocking from others?
Currently when user break community rule, moderator has to spam public chat instead sending user PM. Or when moderator wants to ban user and explain the reason (giving user second opportunity), this is not possible. I think that current feature is a SPAM protection, but SPAM usually does not come from mods and admins.
