chore: upgrade prettier and eslint to support the latest typescript features

Updated prettier and eslint to support the latest typescript features. This came up as I needed to use Typescript's satisfies keyword and the version of prettier installed didn't support it.

Upgraded prettier and eslint

• Upgraded prettier 1.19.0 -> 3.2.5
• Upgraded eslint 8.45.0 -> 8.57.0

Upgraded eslint plugins

• @typescript-eslint/eslint-plugin 6.1.0 -> 7.1.0
• @typescript-eslint/parser 6.1.0 -> 7.1.0
• eslint-config-prettier 8.8.0 -> 9.1.0
• eslint-import-resolver-typescript 3.6.0 -> 3.6.1
• eslint-plugin-import 2.27.5 -> 2.29.1
• eslint-plugin-react 7.33.0 -> 7.33.2
