Currently public chat invites only support inviting friends to a public chat, we should also support invites in public chats.
For example if i wanted to invite members in Public chat A to Public chat B, then that should be allowed.
I think the current UI should just roll in the public chats the messenger client has added as friends, and if a public chat is selected the invite should be sent to the public chat and displayed the same way friend requests are displayed for friend invites
