Update APIs #7

APIs changed:

All constructors except CscMatrix_new (from CSC matrix) have been removed.
owns_matrix_data field of the CscMatrix struct is removed and the C/C++ user will manage the memory of matrix data.
Unsupported solver methods are removed from the enum

APIs renamed:

free_xxx has been updated to xxx_free for consistency.
_f64 suffix has been removed, i.e. use f64/double as the default.
