Update SwitchTimeOpt.jl to Julia 1.6+ #8

This updates the code to current versions of Julia (1.6+), and moves away from the deprecated MathProgBase to MathOptInterface.

@bstellato : do you have any opinion here? I would be happy to merge it but I think you know this repo far better than I do.
