build TUF repo job running indefinitely #41

Looking at https://github.com/oxidecomputer/omicron/pull/4415/checks?check_run_id=18411525294 it appears that the job is completed and the artifacts have been output. However, the GitHub UI is showing that it hasn't completed yet.

Looks like it just completed. It must have been a polling delay. Maybe GitHub was rate-limiting again.

I'll leave this open just to make sure. For future me: The check run seems to have been 01HEJVBFAQMKPWMTKG9MM5H6EC and the job was 01HEJVCF6BNJAH43JKZV1RA2ZZ.
