[SP] FPGA should probably get its own dedicated I2C/SMbus segment #20

Right now the FPGA expansion slot is on the shared local bus with the fans and sensors. This prevents us from repurposing the lines in the expansion connector for something else (programming control GPIOs, for example). We can afford to dedicate a bus to this.

Turns out, from the sketched layout, that I2C3 (currently unused) has a mux option that comes out right next to the FPGA parallel bus on port H.
