Buy and populate Gimletlet 3V3 regulators #41

The Gimletlet design uses the OKI-78SR-3.3/1.5-W36-C, to generate 3V3 from 12V.

Unfortunately, they're all out of stock, so I marked them as DNP'd in the Circuithub order.

These boards are going to Oxide HQ, so we should buy an equivalent module and install it once the boards arrive.

LM2937ET-3.3/NOPB is an in-stock (linear) alternative!

After talking with Arjen about plugging stuff into the NIC expansion port, I'm less confident about the linear regulator.

I did another pass through Digikey and found an alternative switching regulator that was actually in stock, so let's use that instead!

40x of them are now ordered and shipping to Emeryville. Please use them instead of the linear parts when reworking boards to hand out!

I populated all gimletlets with regulators and jumpers when I was out there in EMY. The spare regulators are also in the *lets box in the fridge.
