Add checks for rollback protection using SP and RoT caboose EPOC key.

EPOC key needs to be implemented in the caboose, build tooling and our release process.

See issue #221 for other checks to be implemented during update.

faux-mgs will need an override to facilitate testing the SP and RoT's own rollback protection implementation.
