Move CR over to gerrit #216

Now that I have @bnaecker helping me out more here we both agree it would be beneficial to move code review for this repo over to gerrit (for our sanity).

I talked with @jclulow about this. Moving to code.oxide.computer is definitely feasible, though we don't yet have Buildomat wired up to run automatically on pushes to that remote. Josh is planning to tackle that soon, and we'll take this up again when that is integrated.
