SP5: Initialize IO mux for UART0 pins #48

We have observed that, for the pins connected to UART0, the pin mux on e.g. Genoa has values that differ from the documented reset values, causing those pins to be used as e.g. GPIOs. Set them explicitly so we have console output.

Oh, I'll have to mod this to detect SP5 and adjust accordingly. Hold off on review, please.

This is ready; PTAL. I still have to take it for a spin on an SP3 machine.
