Switch to using GitHub Actions #126

Uses GitHub Actions for CI testing instead of Travis CI and Appveyor. Some notable changes:

Tests on latest Julia 1.0 and 1 only. Drops testing for 1.2, 1.3, and nightly (nightly disabled as GA doesn't support allow failures currently)
32-bit testing is now on Linux instead of Windows

The Appveyor setting "Skip branches without appveyor.yml" should be enabled in order for this PR to pass CI.

I don't think it's warrented given this is my personal project from long before I started at Invenia. and it's not a production dependency for Invenia anyway AFAIK. It's also super-stable and light on dependencies
