[QAIT][Opencart] Payment is getting approved in Oxipay while making a purchase even when user Oxipay account balance is zero

Pre-Requisite: No balance in user Oxipay account

Steps to Reproduce:

1. Launch URL: http://13.210.14.116/opencart/ on browser
2. Add any product to a cart and click on Checkout button
3. Select 'Guest checkout' as payment option to enter data in billing Details section and click on continue button
4. Select Oxipay as payment method and click on 'Continue button'
5. Proceed to oxipay and login with valid Oxipay credentials
6. Complete the transaction and verify that user is navigated to 'order successful' page

Actual Result: Payment is getting approved in Oxipay while making a purchase even when user Oxipay account balance is zero

Expected Result: Payment should be declined in Oxipay and user should be navigated to declined page indicating the user that purchase is declined

This is not plugin specific but potentially might be an issue with the Oxipay application. Will advise QAIT to follow up with Matt Blair and the other Oxipay team.
