Cache alpine-pkg-glibc #1140

Is your feature request related to a problem? Please describe. Attempting to install alpine-pkg-glibc makes our CI pipeline very flaky (c.f., https://github.com/sgerrand/alpine-pkg-glibc/issues/169).

Describe the solution you'd like Use GitHub's cache action to cache the package to reduce our build's flakiness.

Describe alternatives you've considered We could alternatively or additionally conduct the download incrementally in case it is partially successful during a cache miss.
