Add renovate-config-validator #2952

Is your feature request related to a problem? Please describe. Super linter has just added renovate-config-validator in super-linter/super-linter#4643, from a recent issue super-linter/super-linter#4633

Describe the solution you'd like Add the linter to keep up with feature parity. It should be in a CI flavor.

Describe alternatives you've considered Not adding it.

Additional context Add any other context or screenshots about the feature request here.

@echoix it's super easy to add a new linter when super-linter added one, just by looking at the PR and adding some more descriptor infos, like links to documentation :)

I was on a cellphone when filing that. I wasn't in position to have a big enough screen to use some kind of IDE to implement it.
