initial commit for "Converting .xpr Profiling Conditions" blog post #48

This is a blog post about converting profiling conditions in an Oxygen .xpr file to DITAVAL and DITA subject scheme files.

While creating the test case, I ran into EXM-49471 (Update outgoing (but not incoming) references when Main Files content is copied). If this cannot be fixed for the Oxygen v26 production release, please let me know and I will change the instructions to ask the writer to update the references manually.

Yes, please instruct the reader to either add the reference after the refactoring action is done or to manually update it.

@raducoravu - the instructions have been updated to edit the references in the newly copied file as needed. The instructions also add the output directory to Main Files explicitly, thus avoiding the newly created directory issue.

Thanks @chrispy-snps for taking the time to write the article, I commented the topicref in the DITA Map and added an internal issue on my side to remember and launch the article after the release.
