[Talkback All Version] Enable Web Script always ON #108

What steps will reproduce the problem?
1. Enable Web Script accessibility option
2. Set Talkback at OFF
3. Open an applications Default Browser or Facebook
4. TTS start to read but Talkback is set OFF

What is the expected output?
TTS OFF

VERSION: talkback-v3.0.8_r47
OS: ICS 4.0.4
DEVICE: GT-N7000 (Samsung Galaxy Note)

The enhance web accessibility feature is implemented independently of TalkBack, 
so WebViews become self-voicing.  Currently we can't control the state of this 
option from the TalkBack side.
