[TalkBack] Global gesture for turning TalkBack on and off #171

There is no way to turn TalkBack on and off without going into the Settings --> 
Accessibility.
When starting an Android device for the first time, there's a gesture (holding 
two fingers on the screen for a while) that does what I want, but this should 
be a global gesture wich lets the user turn on and off TalkBack when needed.

TalkBack 3.2.1 introduced a "Pause Feedback" option in the global context menu. 
 When this option is selected, TalkBack stops producing all feedback and 
disables explore by touch (on Jelly Bean devices).  Turning the screen off and 
on restarts TalkBack.

Android 4.2 also added the Settings > Accessibility > Accessibility Shortcut 
setting which allows enabling accessibility by a two-finger long press within 
the power menu.  After you enable this feature, long press the power button 
until you feel vibration or a notification sound, then hold down two fingers 
anywhere on the screen.
