add oyranos-config-cli tool for command line settings #25

Currently only the oy-config-synnefo, oy-config-fltk GUI's and the oy-policy tool exist for changing persistent settings. A dedicated command line tool to query for certain settings and to modify them from command line would help those, who prefer or need the command line.
