[streamable] Option to stop automatic upload/download #15

Uploads/downloads currently start automatically by default. It should stay this way, but there needs to be a way prevent them from starting automatically.

This will be fixed in #17. We may want to revisit the way this is done in the future if problems arise from this implementation or if there is a better way to communicate the intent of creating a download/upload.
