Github CI, support for GHC 9.6.4, handling of NONE vs empty string

This PR adds:

• support for GHC-9.6.4
• CI using Github actions, using haskell-ci, which is the same procedure used by Aeson
• A small change in the configuration of quotes to allow distinguishing NONE from empty string.

I am currently working for Paidright, and that's how I came across this package. However I am willing to become its maintainer regardless of my employment situation. Hence I also added myself as maintainer and removed Ozgun. I apologise if I am jumping the gun, and would be happy to remove these changes and still contribute with this PR.

Hoping to hear from you. Else I'll proceed to claim the ownership of this package at Hackage.
