ci: Improved Workflow #1

Create a customized workflow to replace the default pages release, featuring a spell checker and linter (and testing?). Could also include CodeQL for more security checks.

spellcheck, semver, and testing added. Just make custom pages release to mark release workflow as finished. Need to add case for failed healthcheck to create issue and attempt a redeploy
