installation failed #53

What steps will reproduce the problem?
1.download omaha, build it
  successfully build and pass all unit test
2. go to staging folder on command line
3. type: 
GoogleUpdate.exe /install 
"bundlename=Google%20Talk%20Bundle&appguid={D0AB2EBC-931B-4013-9FEB-C9C4C2225C8C
}&appname=Google%20Talk%20Plugin&needsadmin=False&lang=en" 

What is the expected output? 
successfully download and install google talk plug in.

What do you see instead?
successfully download
error message: installation failed.
actually google talk plug in is installed and can be used.
I tried with google chrome. the same thing happens.

What version of the product are you using? 
Visual Studio 2008, python-2.4.4, pywin32-216.win32-py2.4, scons-1.3.1.win32, 
wix37, WTL80_sf, ATL_Server_Source_and_Headers_9_0_70425_Alpha, 
omaha-src-r110.zip

On what operating system?
Windows 7 64bit

Please provide any additional information below.

I didn't change anthing in omaha.
I downloaded google chrome from google website. 
It can be installed successfully without any error message.

The same error happens on Windows 7 32-bit machine too, with all the same other 
configurations.
