Thanks for the PR, but I prefer not to clutter repositories with license files unless necessary, e.g. because of packaging guidelines.
The license (GPLv3) is clearly stated and linked to in the README and in every single source file. There is no ambiguity whatsoever and therefore having the full text in the repository itself adds no value (I couldn't care less about GitHub displaying that button or not).
To quote the GPL itself:
You should have received a copy of the GNU General Public License along with this program. If not, see https://www.gnu.org/licenses/.
It's 2019. The license is a click away.
Add the license file for the GPLv3 to the top level of your gh repo so that Github knows your licensing and surfaces it in UI.
