Add Chinese Simplified language translation (zh-Hans)

Please be advised that at this point, we have decided to manage translations through Launchpad's Rosetta rather than GitHub (see Readme). We currently have a Chinese Simplified translation already, but maybe you could help complete the Chinese Traditional one?
