Request: Addition of dockerfile. #3

Can dockerfile be added to this project for local testing and development along with Coupon Aggregator Client.

Assigning #1 to you @neoandmatrix Refer to some oss projects that have env / args in their docker config file - and try to implement here the set of configurations required to start the project is there in the default.json file in config/ folder
