• Adds setting onprem or cloud mode
• Fixes selecting Global and the access check
• Saves state to localstorage
• Clears state during logout

There might be a race condition where someone has access to "Global", then loses the permission but is still logged in an its in state, but I think this is low. Especially with the short login time.
