Registration flow for collecting other User Profile elements

Create a Form that can be used in a Registration flow for collecting User Profile elements prior to the sending of the first magic link. Requires force user create to be true.

Might also just have a list of required actions that will be added to the newly created user so that we can force these for magic links without assuming they must be set as defaults.
