Add Android libretro cores #149

I started to write out hints on how to do this and by the time I had written it out, it was nearly done.

Hi @warmenhoven, thanks again for the help. Initially I used this Makefile from the libretro-samples, but that one seems to be outdated and missing a lot of platforms.

Yeah, that's not surprising. If there are more platforms you're interested in, the gitlab yaml template files are at https://git.libretro.com/libretro-infrastructure/ci-templates, and a5200 (https://github.com/libretro/a5200) has a Makefile that at quick glance looks like it's set up to build everywhere reasonably.
