For whatever reason, the JavaScript in Epochtal's Spplice package sometimes doesn't respond to requests for a server timestamp. This is likely a bigger issue in Spplice, and should be fixed or at least more debuggable when spplice-cpp releases. In the meanwhile, we should at least have the package simulate fetching a timestamp on launch and throw an error requesting a restart if this fails.
