Question about marker to signal presence of telemetry headers #86

Hi all,

You probably have discussed this topic before but I could not find an issue opened about this. I am curious to know if having an IP option was discussed or not before to mark the presence of INT headers, say, behind TCP. I guess it could be possible but you might have encountered disadvantages I have not seen so far.
