Updates the docs folder to include a new section on how to contribute to the project and outlines the workflow for issues that the core P4 Analyzer Team will follow.

I've renamed 'Pitch' to 'Proposal' and simplified things by removing the specific 'Feature' issue. I believe this is now quite similar to how rust-lang/rust-analyzer works.
